President Obama signed Katie's Law.  Katie's Law requires more DNA samples taken at crime scenes, and helps cover the cost of processing them.  It's named for a woman in New Mexico who was raped and murdered.   He was caught 3 months later on another crime, but, was let go, because at the time of his capture, the samples from Katie's murder had not been processed.
